Email from spark to Minstry of Education (4 June 2002)
Dear Ms Ho,
I apologise for having to bother you on this matter. The SPARK parents
discussed this matter last Saturday and would like to appeal to you to get a
hearing on this latest MOE ruling. Basically the parents' concerns are as
what I emailed to Ms Chong below. The primary concern is the impact on
seeking jobs when prospective employers look at the "O" and "A" level
certificates and have to refer to MOE to find out what the annotations are
for. Employers probably would not even shortlist these candidates with
annotated certs.
Our Society would therefore like to appeal against this decision by MOE.
The parents feel that even if we have no choice but to accept it (if we want
the time extention or subject exemptions), we would rather have the
concession given specifically stated, rather than just an annotation with no
explanation. That is, if extra time is given for the exams, state
specifically that extra time is given on the cert. Or if Chinese is
exempted - print "Exempted" against the subject. It is better for anyone
looking at the cert. to be clear about what special arrangements have been
given to the candidate, rather than having to call up MOE to find out (who
will bother and how will MOE trace the particulars of a particular student
years later?). Please raise this on our behalf.
This concerns the future job prospects of many students with special needs,
not just those with ADHD. We hope the Ministry will reconsider and
re-evaluate this ruling. The special needs students are already
disadvantaged enough even without this added stigma. Thanks for your kind
